You will see that para.51 of the Annual Report does not refer to the salaries of government teachers but to those in Subsidized schools i.e. non-Government schools in receipt of grant. Your para. 4
According to the Digest of Schools and Tupils it would apper that 713 pupils are attending the 3 Training Colleges which is inconsistent with the figures given in Chapter VIII. The figure 713 probably refers to the pupils in the practising schools attached to the Training Colleges, but this should be made clear in the Digest.
